The Payne County Commissioners met in a regular meeting, Wednesday, November 25,
2009. Notice of the meeting was made in accordance the Open Meeting Law. The
following were present: Gloria Hesser, Chairman; Bill Deering, Vice-Chairman; Jim Arthur,
Dis-'ict #3 Commissioner and Linda Hatfiek:l, County Clerk.
The meeting was opened with Prayer and Rag Salute.
Deering made the motion to approve the agenda as printed. Arthur seconded. Deerieg,
aye; Arthur, aye; Hesser, aye.
Hesser called for miscellaneous items. Lowell Barto, Assistant Dis'ict Attorney, reported the
Commissioners should place on the agenda for December 7 the appointment for a trustee
to serve on the Western Payne County Ambulance Authority. Heseer stated she has placed
an ad in the paper for applications for this appointment. Hesser stated the applications would
be returned on December 11 and the Board of Commissioners will make the appointment
on December 14.
Deerng presented the following request for uSity permits:
1) 51 East Water; a 1 inch line to be installed by boring to cross a Nodh/Sou county road
approximately .4 miles North of 19th and Fairgrounds and described as 2310 feet North of
the Sr of Section 20, Township 19 North, Range 3 East. Deering stated the $50.00
fee would be waived due to the permit being for utilities.
2) Keystone Gas Corp.; 2 inch line in a 4 inch casing to be installed by trenching to cross an
East/West county road approximately ¼ mile West of Dunkin Road and Harmon Road and
described as 1400 feet West of the SE/comer of Section 14, Township 18 North, Range 5
East. Deenng stated the $50.00 fee has been received.
Arthur presented the following request for utility permits:
1) Rural Water #3; a 2 inch line to be installed by trenching to oross a North/Bauth county road
approximately 0.02 miles Nor of Highway 33 and Redlands Road and described as 100 feet
North of SW/comer of Section 35, Township 18 North, Range I East.
2) Rural Water #3; a 2 inch line to be installed by trenching to cross a North/South county road
approximately 0.3 miles South of Highway 33 and Greenbrier Lane and described as 1500
feet South of the NW/comer of Section 2, Township 17 North, Range 2 East.

Hesser called on Michael Benson, Expo Canter Director. Benson presented the evalua-
tion on Bid #2010-30, renovations to the livestock pavilions. Benson reported the Fair Board
recommends accepting the bid submitted by Alexander Construction, including Altemates #1
and #2 for the amount of $237,077.00. Benson stated a transformer must be relocated and
this werk is outside of the scope of work of the general contracfor and would be billed outside
of the amount of the bid. The payment to move the transformer is an estimated amount of
$3,887.45 and would be paid to the City of Stillwater. Deering made the motion to approve the
recommendation as explained. Arthur seconded. Deering, aye; Arthur, aye; Hesser, aye.
Deedng reported the purchase of a boom mower would be held off until a later date due to
having to repair other equipment. Deedng went on to explain he had spoke with the vendors
that bid the boom mower and they agreed to held the bid good until the first part of the New
Year 2010.
Hesser presented the contracts between the Payne County Health Department and Pitney
Bowes for both the S$1water office and the Cushing office. Lowell Barto, Assistant District
Attorney, stated he had attached an addendum and eliminated the paragraphs that commit-
ted the County to 4 years. Deering made the motion to approve the contacts as amended.

Hesser called for the haul route agreement. Arthur made the motion to table the agreement
un$ District #1 and District #3 had received the maps reflecting the routes to be used by Trans

Deefing presented an insurance waiver between the Commissioners and the City of Cush-
ing regarding the participation by the Commissioners in the Christmas parade at Cushing

Re: The Placing of 4-way stop signs at the intersections of (80th and Sangre) and (80
and Range)
WHEREAS, Payne County has established a procedure for plating of traffic control signs,
pursuant to TWe 47 O.S. Sec. 15-102, and
WHEREAS, Trde 69 OS. 1991 Sec. 601 vests judediclton over county roads and highways
in the county commission, and
WHEREAS, Title 47 O.S. 1991 Sec. 14-113 specifies certain powers of the county com-
mission with respect to the regulation of traffic on local highways, and
WriER EAS, the procedure has been initiated by the high 'xaffic count on both (Sangre Road
and 80) and (Range and 80th), and
WHEREAS, Payne County has great conoem regarding the safety and well being of their
citizens,
NOW THEREFORE, BE IT RESOLVED that The Payne County Board of Commissonem will
place two additional stop signs on 80th to go along with stop signs currently on Sangre Road
and two additional stop signs on 80 to go along with stop signs currently on Range Road.
