The Payne County Board of Commissioners met in a Regular Meetlng_
Honday, September 20, 1993. Notice of the meeting was made by
posting an agenda at room 101, Courthouse, Stillwater, OK on
Friday, September 17, 1993. The following were present: Ms.

The Chairman called the meeting to order at 9:00 a.m.

The Clerk presented Resolutions for Direct Appropriations to the
General Fund: County Clerk, P/S, 1908.55; Sheriff, M&O, 255,00,
284.20. Cook made the motion to approve the Direct Appropriations
as presented. Mitchell seconded. Motion carried: Cookl aye;
Mitchell, aye.
The Chairman presented County 4-H Week Proclamation:
Whereas, the goal of 4-H is to provide opportunities for the youth
of Payne County in the development'of llfe skills including
leadership, citizenship, and personal development; and
Whereas, last year the Payne County 4H Program assisted over 3,000
young people between the ages of nine and nineteen in their
fourfold development of Head, Heart, Hands and Health in organized
clubs and special interest groups throughout the county; and
Whereas, 4H programs involve "learning by doing" experlenoes in
over 60 subject-matter areas covering the broad end diverse
interest of young people in north urban and rural settings, and
Whereas, 4-H members receive inspiration and guidance from
interested parents, professional Extension workers, and over I00
volunteer adult and teen leaders; Now Therefore, we, the
commissioners of Payne County do hereby declare the weak of October
3-9, 1993 as
4-H WEEK IN PAYNE COUIITY
Presented to and approved by the Payne County Board of
Commissioners 20th day of September, 1993.

We, the undersigned Board of County Commissioners of the above
named County and State, being in lawful session assembled in the
office of the County Clerk at the County seat on the date
hereinafter inscribed, pursuant to laws now in effect relating to

The safe in the County Treasurer,s Office is designated as a
secure receptacle for temporary safekeeping of all County and
School Investment fund.
It is further provided that, regardless of the above
designation, no deposit of public money shall ever be made in any
or either of said banks, or savings and loans in excess of Federal
Deposit Insurance, or Federal Savings andLoan Insurance currently
effective, plus notice from the State Treasurer of unit collateral
lawfully pledged, unless and until adequate securities are pledged
in the manner provided by law.
It is further stated that neither the members of the Board of
County Commissioners, nor Bonita J. Stadler, County Treasurer, owns
any stock or is otherwise pecuniarily interested in any of said
hanks.

The Clerk noted the Tri-County CDBG project has been completed.
The Citizen Participation Plan requires a Public Hearing for the
Project Close-Out. The Board act the public hearing for October
4th st 10:00 a.m. The Clerk should make the proper publications.
